REGIONAL DEVELOPMENT PLANNING IN UKRAINE
Background. Strategic planning is an important method of management of the area development in terms of dynamic changes in the external and internal environment, as well as in increased competition for economic resources. Strategic regional development planning helps to overcome fragmentation and disproportion of economic, social and environmental development areas, consolidation of economic resources on achievement the priority development objectives, and to enhance the confidence in the system of relations "government – business – civil society".
The aim of the research is the formulation of new theoretical and methodological guidelines for strategic regional development planning by analyzing the methodological and theoretical generalization techniques on issues of research, comparative analysis of international experience, practices and content of the regional development strategies in Ukraine.
Materials and methods. Methodological basis of the study is a systematic method of understanding economic phenomena and processes, theoretical synthesis, analysis and synthesis, the historical method, systematization.
Results. Comparing the practice of strategic regional development planning in foreign states and Ukraine helped to determine the difference between Ukrainian and foreign practice. In Ukraine, the regional development planning is characterized by the following features: development strategy ends at formulating priority goals and objectives; financial resources to achieve these goals and objectives are not calculated; uses "object" approach; in the process of developing strategies focus primarily on the existing social and economic processes; lack of initiative of representatives of regional and local governments on the content of the Strategy due to follow-up responsibility in finding resources for its implementation. Ukrainian practice of strategic planning at the regional level is characterized by a lack of capacity (human resources), opportunities (financial resources) and motivation (political will) to strategic thinking and action.
Conclusion. The current stage of regional development planning in Ukraine is characterized by a tendency to shift from the traditional type to strategic planning. By features of the traditional planning in developing regional strategies are explained the lack of effectiveness of implementation, formal style and the similarity of the provisions in the strategy of different Ukrainian regions. Ukrainian practice of strategic regional development planning is characterized by such features as non-adequacy of staffing in strategic planning in the regional and local authorities; objective orientation to operational (current) issue of experts in regional administrations; lack of skills of project management; the principles of participation, transparency and publicity are not used. The process of decentralization and public administration reform in Ukraine should include the creation of the department in the state regional and local authorities, whose functional is strategic regional development planning.
