The article analyzes the interdependence of the internal and external borrowing policy, influence of situation on international markets on the volumes of borrowing on the internal market of debentures. The features of functioning of primary and secondary market of public bonds are exposed. The trends and prospects of internal debenture market development in Ukraine are defined.
