BUDGET INVESTMENT IN HUMAN CAPITAL IN A MAJOR CRISIS

Problem. Timely implementation of investment projects at the expense of the state and local budgets can only be the result of separately implemented projects that will not be the result of systemic impact on human capital development in Ukraine.
The aim of the article is to study the strategic guidelines for sustainable development of the country,to create appropriate conditions for the state to make appropriate budget investments in the development of priority areas of human capital.
Methods. Methods of theoretical generalization, statistical groupings, comparative and systematic analysis, modeling and abstraction wereused inthepaper.
Results. The main destabilizing factor in the implementation of budget investments in human capital was the reduction of investment activity of public authorities regulating the area of social welfare in Ukraine during 2018–2020. This led to the development of a model ofimproving the strategic management of budget investments in human capital development.
Conclusions. The strategic budget investments are a reflection of the level of human capital development as a professional competence of public officials. They includethe ability to think strategically in the process of planning the expenditure part of the budget,rationally allocate and redistribute funds for investment in strategic objects of priority areas of human capital, which are in high demand, using the latest ICTs. This is based on country’s investment climate improvement, which will lead to the elimination of consequences of the major crisis in Ukraine due to the additional strategic investment flows.

BUDGET INVESTMENT IN HUMAN CAPITAL IN A MAJOR CRISIS
Introduction. Public authorities should take into account the investing funds from state and local budgets in priority sectors of the economy.Sustainable development of the country should be developedon an investment strategyduringthe COVID-19 pandemic and the Russian-Ukrainian war.Problem.
