IDENTIFICATION OF SYSTEMICALLY IMPORTANT BANKS 

Background. The important social and economic role of SIFIs activity including SIBs activity as circulatory system of the country determines the necessity of studying the criteria and indicators of their identification.
Analysis of recent research and publications has shown that despite the presence of certain scientific achievements, problems of the systemically important banks concept interpret and the criteria and indicators definition of systemically important banks in Ukraine are unresolved.
The aim of the research is to study the methodical approaches to the systemically important bank concept interpretation and to develop the proposals for improving the systemically important bank identification procedure in Ukraine based on the international experience.
Materials and methods. In the course of research comparison, tabular, induction and deduction methods were used.
Results. The article contains the author’s definition of "systemically important banks". The methods for the domestic systemically important bank identification proposed by the Basel Committee, EU guidelines and supervisory authorities of other countries were studied. According to the study results the supervisory authorities of focus countries use the recommendations of Basel Committee, EU guidelines and take into account the national features of the banking systems of countries in the domestic systemically important bank identification process. The article proposes the changes in the criteria and indicators for systemically important bank identification in Ukraine. We believe that the implementation of these measures will improve the systemically important bank identification in Ukraine.
Conclusion. Unlike the existing publications the article extended the essential understanding of systemically important bank, in particular – it’s a financial institution with activities that fulfill the defined criteria and indicators by the regulator and it causes the significant impact (positive or negative) not only on the banking sector but on the financial market and the economy of the country as a whole that must be considered in the development of the regulation mechanism and must be involved in the implementation of the government economic development programs.
The article proposes to use the public confidence criterion instead of the line of action criterion, it corresponds to the unsecured deposit index and within the size criterion – an additional indicator of the loans volume to businesses and individuals.
These conceptual provisions require the further research towards the policy regulation change of systemically important banks.
