ECONOMIC POTENTIAL OF THE UKRAINIAN BORDER REGIONS 

Background. The positioning of regions, including the border regions, is conducted to determine their competitive advantages and factors restraining development; to define the effect of regions on competitiveness of the country; to develop and adjust national and regional development strategies.
The aim of the article is a practical application of the methodical approach to determine the position of the border regions regarding the usage of the economic potential of Ukrainian regions.
Materials and methods. Works of national scientists on regional development, data of the State Statistics Service of Ukraine, own calculations and observations served as the information base for the research. The study used a set of general and special methods of knowledge: theoretical generalization, grouping, comparison, analysis and synthesis, integrated evaluation and graphical analysis.
Results. Conducted positioning of border regions by integral evaluation and graphical analysis defined top five leaders: Donetsk, Kyiv, Kharkiv, Odesa and Lviv regions and outsiders: Rivne, Kherson, Zakarpattia, Chernivtsi and Chernihiv regions.
Conclusion. To increase the efficiency of the existing economic potential of border regions is an essential direction of foreign direct investments for development and improvement of the quality of infrastructure and information support for the development of trade and logistics, hospitality and tourism industries. The development of a cross-border cooperation is hampered by its underestimation by the regional government, the lack of a clear legal framework and transparent financial mechanisms. To prevent a significant loss of an intellectual capital in the border regions from young people’s mass migration for educational and employment purposes the educational system and science should be improved to a new level by directing significant investments.
