STATE PROCUREMENT SYSTEM MANAGEMENT
 
Background. There are almost no scientific indicators developed for public procurement under the monitoring and auditing of public procurement in Ukraine. Corruption factors, inability effectively, in terms of public interest, interact with suppliers to meet the needs of the state were negative phenomenon in public funds spending.
Analysis of recent research and publications showed that despite the existence of certain scientific achievements, important scientific and practical problem of the methodology of public procurement evaluation remains unsolved.
The aim of the article is definition of criteria of quantitative and qualitative assessment of the public procurement system and its impact on the implementation of socio-economic development.
Materials and methods. The study used methods of statistical analysis.
Results. In the period of 2001–2006, 2009, 2011 almost a third of procurement cost parameters was carried out on a noncompetitive basis. In 2006, 2009, 2011, 2012–2014 this figure increased by almost half.
Noncompetitive purchases are usually made in monopoly markets, including natural monopolies.
Trades competitiveness (average number of participants in a competitive procurement) in the period 2008–2014 have the worst value (on average less than two participants at a bid). The most competitive public procurement figures were recorded in 2001, 2003, 2004, 2006
Since 2008 significantly increases the proportion of canceled trades (average 25 %), which is a negative indicator of the public procurement system.
Conclusion. The following factors were offered to include into qualitative evaluation criteria of public procurement system: business approach in partner relations between the state and business; development and reliability of institutional structures; corruption in public procurement; the availability of adequate monitoring of public procurement; compliance of public procurement management with implementation degree of the strategic objectives of socio-economic development.
The studies showed the need for new approaches to the management of public procurement in certain sectors, primarily health care, national security and defense.
